BIDS FOR IMPLEMENTATION OF THE ELECTRONIC TOLL SYSTEM OPENED

December 17, 2015 - DARS d.d. today opened bids for the establishment and
operation of multi-lane free-flow electronic toll collection system on motorways
and expressways. DARS d.d. will continue with the selection process in
accordance with the law, with the desire for a speedy establishment of the
system.

Bids were submitted by: CETIS d.d. and AUTOSTRADE S.P.A. and ENGINEERING S.P.A.;
The consortium ISKRATEL d.o.o. and SKYTOLL A.S.; Kapsch TrafficCom d.o.o. and
Kapsch TrafficCom AG; The consortium TELEKOM SLOVENIJE d.d. and Q-FREE ASA.

3 Kapsch TrafficCom d.o.o. and Kapsch TrafficCom AG 114,957,604.10
4 Konsortium TELEKOM SLOVENIJE d.d. and Q-FREE ASA 99,991,795.10

Several bids were submitted. When choosing a contractor, DARS d.d. will account
in 70 percent the prices and in 30 percent the levels of technological services,
offered by providers.

The largest part of the revenue of DARS d.d. represents the collection of tolls
(97 percent in 2014). Toll revenue this year will expectedly amount to 346
million euros (of which around 54 percent is charged to vehicles above 3.5
tons).

Currently 53.9 km of a total of 613.5 km of motorways managed by DARS d.d. are
not tolled by the toll stations. Based on the study of inflows from tolls, DARS
d.d. estimates that after the introduction of the multi-lane free-flow
electronic toll collection system it will collect on average 13 million euro
more tolls annually from tolling vehicles above 3.5 t, compared to the existing
toll collection system. Thereby we categorically reject some estimations that
DARS d.d. loses 100 million euros or even more incomes per year.

The decision on the selection will be announced in the beginning of next year.
With the present public procurement DARS d.d. pursues the objective of an early
establishment of a system that will allow a both user and environmentally
friendly as well as cost-effective and economically feasible tolling. After the
introduction of the system the toll stations will become unnecessary, with this
we will enable quicker and safer transport for all users.

The system will be established within one year after signing the contract, i.e.
after the final legally valid decision on the selection.

During the procedure some inaccuracies concerning the tendering process for the
electronic toll collection system have appeared in the public. Explanations are
published here:
